Adrian has over 30 years of planning experience within both public and private sectors and consequently has a thorough understanding of all aspects of planning, from promoting sites through the local plan process to detailed planning applications and CPOs.
He provides advice, strategic thinking and leadership on a broad mix of projects and activities typically include project/ team management, mediation and negotiation to deliver sites. Projects range from pure housing schemes through to mixed-use regeneration and large-scale commercial.
Over the years he has has developed an extensive client base having worked with a spectrum of clients from national property companies to small-scale residential developers.

Jane Piper, BA (Hons), BTP, MRTPI
Jane is a Planning Director working primarily in the south and south east of England. She has over 25 years of experience in both the public and private sector.
She primarily provides planning expertise and project-management on large and complex mixed use and housing proposals for developers, housebuilders and promoters through the local plan and application process. Projects range from regeneration schemes to urban extensions to new settlements, with a focus on delivering housing.
Jane brings clarity, vision, energy and leadership to projects. She utilises innovative ideas and approaches to promote development proposals through urban planning, design and place-making. Furthermore, Jane has in-depth knowledge in delivering complex mixed-use urban extensions through the local plan and planning application process, along with expertise in community engagement through trust building and a coordinated approach.

-Assisting Countryside Properties Plc and L&Q in being selected as preferred developer by the GLA to deliver regeneration of the former Ford plant site in Dagenham. Co-ordinating and inputting to a cross boundary hybrid application including 3,000 homes, a new railway station, 2 schools, retail and support services. Subsequently securing Planning Permission for an uplift of 947 residential units whilst addressing legal issues relative to the Hillside case.
-Successful local plan promotion resulting in draft local plan allocation for an urban extension to Paddock Wood, Tunbridge Wells for 770 new homes. Continued promotion, evidence gathering and advocacy to achieve a healthy and sustainable new neighbourhood for 21st century living
-Promotion of site and submission of a planning application for an urban extension to deliver 3,500 homes with social infrastructure in Hampshire for a development consortium including Taylor Wimpey, Crest Nicholson and Bovis Homes
-Acting as planning lead resulting in outline planning permission for 400 new homes for Taylor Wimpey Strategic Land, following successful promotion through the local plan process of a site in Ringwood. Devising a planning strategy promoting a landscape/ ecology/ hydrology-led scheme plus significant stakeholder, community and pre-application engagement resulted in an uplift of homes of 48% from the plan allocation, as well as securing requisite SPA and nutrient neutrality mitigation
-Town centre redevelopment- circa 29,000sqm of retail and support uses, with subsequent provision of a 9-screen cinema at Whiteley, Hampshire, on behalf of British Land and USS
-Securing removal of land from the Green Belt in Shenfield and its allocation for 825 new homes in adopted local plan. Preparation of approved Development Framework for the overall allocation, for a consortium of four developers, as well as the preparation of an outline planning application for c.350 dwellings for the main developer, Croudace Homes. Consideration of competing issues including flood risk, landscape, ecology, visual impact, drainage, and the effective use of land
-Planning consent for a complex residential-led mixed use development through the application process to wrap four blocks of high quality residential development around Woolwich Elizabeth Line Station Vent Box. Dealing with issues of sustainability, zero-carbon, density, potential impacts on listed buildings and introducing significant benefits in terms of open space and public realm
-Production and adoption of a formal regeneration strategy for South Oxhey on behalf of Three Rivers District Council
-Co-ordination of a masterplan led outline planning application for estate regeneration, with detailed first phase, for a mixed-use scheme including 2,350 dwellings on behalf of Countryside and L&Q. Also supporting the regeneration partner at the associated CPO Inquiry
-Application for development of phase 1 of the SW Bicester urban extension comprising 1,500 houses and a range of supporting uses, followed by continued work to secure a policy allocation for a further 750 dwellings with accompanying infrastructure on adjacent site as part of phase 2
-S73 application in Barking on behalf of a development partnership. The approach served to secure extensive scheme amendments and enlargement without triggering CiL payments, saving the client over £4m
-Project management of a fully supported planning application for an estate renewal in Enfield including 1,000 new homes, retail, health and community facilities
-Being regional planning representative for Sainsbury’s, BUPA, Whitbread and the Highways Agency
